Best proposal software for B2B agencies 2026
TL;DR
Seven proposal tools fit B2B agencies in 2026: PandaDoc, Proposify, Qwilr, Better Proposals, Bonsai, Nusii and GetAccept. Entry prices run from $13 to $35 per user a month on annual billing.
For a 3-person team, a year of proposal software costs $468 to $2,940 at list prices, depending on the tool and the plan you need.
The features that separate them for agencies are pricing tables, payment collection, CRM sync, seat minimums and what happens to your proposals if you cancel.
Pick by need: lowest cost per seat, a flat fee for a small team, proposals plus contracts, interactive web pages, approval control, or one tool for the whole agency.
The best proposal software for a B2B agency is the one that matches how you sell: how many people send proposals, whether proposals carry pricing and payment, and which CRM they must sync with. This comparison covers seven tools that fit agencies, with each one's verified starting price, pricing model, standout features and who it suits, all checked on 14 October 2026. It ends with a table of features by plan and a "pick by need" guide. For more options, browse our proposal and quoting tools directory.
Proposal software compared at a glance
All seven tools sell per user or per plan, and all offer cheaper annual billing. Better Proposals has the lowest entry price at $13 per user a month on annual billing. Proposify and Qwilr start highest among the self-serve plans at $35.

How we compared them
We shortlisted proposal tools built for sending priced, signable proposals to B2B clients, then read each vendor's public pricing page on 14 October 2026. For every tool we recorded the entry price on monthly and annual billing, seat minimums, which plan unlocks e-signature, pricing tables, payments and CRM integrations, and any cancellation or refund terms the page states. Prices are list prices in USD. Where a vendor's page does not state something, we say so instead of guessing.
1. PandaDoc
PandaDoc is a document platform that covers proposals, quotes, contracts and e-signature in one tool. See our PandaDoc tool profile for a quick summary.
Starting price: Free plan with 5 documents a month. Starter $19 a seat a month billed annually ($35 monthly), Business $49 ($65 monthly), Enterprise by quote.
Pricing model: per seat. Enterprise can also be priced per document with unlimited seats.
Standout features: pricing tables, payment collection, product catalog, CRM integrations, content library, approval workflows and deal rooms, all from Business. Enterprise adds CPQ, SSO and data residency.
Watch out for: usage credits for the API, Zapier, Make, forms and bulk send, sold separately at unpublished prices. Annual orders are non-cancellable and non-refundable.
Best for: agencies that want proposals and contracts in one place and send from a CRM.
Starter has no pricing tables, so most agencies sending priced proposals need Business. We break down every plan and add-on in PandaDoc pricing.
2. Proposify
Proposify focuses on giving sales leaders control over what goes out.
Starting price: Build at $35 per user a month billed annually ($420 a year), $49 monthly, or $147 per user a quarter. Grow at $325 a month billed annually ($3,900 a year) with 5 seats. Scale at $1,066 a month billed annually ($12,800 a year) with 10 seats. Extra seats on Grow and Scale cost $780 a year.
Pricing model: per user on Build; per account with seats included on Grow and Scale.
Standout features: unlimited documents and signatures, content library, product catalog, document insights, integrations and automations on Build. Grow adds user roles and permissions, approval workflows, custom fields and API access.
Watch out for: Proposify's FAQ says it does "not offer refunds once the payment has been processed". Custom template design costs $1,500 on Build.
Best for: agencies with a sales team where a manager needs to approve pricing before a proposal goes out.
3. Qwilr
Qwilr builds proposals as interactive web pages rather than PDFs.
Starting price: Starter at $35 per user a month billed annually, $49 monthly. Growth from $55 per user a month with a 5-user minimum, and Scale from $75 per user a month with a 10-user minimum, both annual billing only.
Pricing model: per user, with seat minimums on the higher plans.
Standout features: e-sign, analytics, QwilrPay for payments, HubSpot, Zoho and Pipedrive integrations and API access (usage costs apply) on Starter. Growth adds automations, custom branding and identity verification. Scale adds Salesforce and conditional content.
Watch out for: QwilrPay charges an application fee of 0.09% per transaction on Starter, on top of Stripe's fees. If you cancel, Qwilr's FAQ says your Qwilr Pages are turned off at the end of the billing period, so export anything you need to keep.
Best for: agencies that want proposals to look and behave like a microsite.

Figure: Qwilr pricing page on annual billing: Starter $35, Growth $55 (minimum 5 users), Scale $75 (minimum 10 users), 14 October 2026.
4. Better Proposals
Better Proposals is the lowest-priced tool on this list per seat.
Starting price: Starter at $13 per user a month billed annually, $19 monthly. Premium $21 annually, $29 monthly. Enterprise $42 annually, $49 monthly. The page says annual billing saves up to 35%.
Pricing model: per user, 14-day free trial with no card needed.
Standout features: legally binding digital signatures, interactive pricing tables, payment integrations and a content library on Starter. Premium adds a custom domain, CRM integrations, automatic expiry dates and API, Zapier and MCP server access. Enterprise adds content locking, manager approvals and advanced user permissions.
Watch out for: CRM integrations start on Premium, not Starter.
Best for: small agencies that want pricing tables and payments without paying for a full platform.

Figure: Better Proposals pricing page on annual billing: Starter $13, Premium $21, Enterprise $42 per user a month, 14 October 2026.
5. Bonsai
Bonsai is a client and project management suite where proposals are one module among many.
Starting price: proposals start on Essentials at $19 per user a month billed yearly, $25 monthly. Basic ($9 yearly, $15 monthly) does not include proposals. Premium is $29 yearly ($39 monthly) and Elite $49 yearly ($59 monthly) with a 3-user minimum.
Pricing model: per user. The page offers a reduced rate for teams with 30 or more users.
Standout features: Essentials includes proposals and contracts, invoices and payments, forms and questionnaires, scheduling, a client portal and expense tracking. Every plan includes time tracking, task management and a CRM.
Watch out for: you pay for a full suite. If you already run projects and invoicing elsewhere, much of it goes unused.
Best for: small agencies that want proposals, contracts, invoices and projects in one tool.
6. Nusii
Nusii is a simple proposal tool priced per plan rather than per user.
Starting price: Freelancer at $29 a month (1 user, 5 active proposals). Agency at $49 a month with 3 users and 20 active proposals, extra users $19 each. Business at $129 a month with 5 users and 50+ active proposals, extra users $29 each. Yearly billing gives 2 months free: $290, $490 and $1,290 a year.
Pricing model: flat monthly fee with users included, 14-day free trial.
Standout features: online e-signing on every plan. Agency adds branding removal, a custom domain, payment integrations, CRM integrations and automatic reminders.
Watch out for: active proposal caps on each plan. Pricing tables are not named on the pricing page.
Best for: small agencies of up to about 3 people sending a modest number of proposals.
7. GetAccept
GetAccept combines proposals with a digital sales room for longer B2B deals.
Starting price: eSign at $25 per user a month. Professional at $49 per user a month with a 5-user minimum. Enterprise by quote. The page shows prices in USD, GBP or EUR and does not state the billing period.
Pricing model: per user, with a 5-user minimum on Professional.
Standout features: eSign includes unlimited e-signatures, an in-app editor, contract management, engagement video and a templates and content library. Professional adds GetAccept AI, mutual action plans, a pricing table and product library, CRM integrations and eID verification.
Watch out for: pricing tables and CRM integrations sit on Professional, so a 3-person team pays for 5 seats.
Best for: agencies selling larger, multi-stakeholder deals that need a shared deal room, not only a document.
What proposal software costs a 3-person agency
Seat prices only tell part of the story. Take the cheapest plan with proposals and e-signature for three users on annual billing, and the yearly bill ranges from $468 on Better Proposals Starter to $2,940 on GetAccept Professional, where the 5-user minimum applies.
Figure: yearly cost for 3 users at list prices on annual billing. GROU calculation.
Three things move the real number:
Which plan you actually need. PandaDoc Starter costs $684 a year for three seats, but pricing tables need Business at $1,764.
Seat minimums. Qwilr Growth needs 5 users, Proposify Grow includes 5 seats at $3,900 a year, and GetAccept Professional has a 5-user minimum.
Payment fees. Tools that collect payments pass on the processor's fees. Stripe's standard rate is 2.9% plus 30 cents per successful domestic card payment, and Qwilr adds a 0.09% application fee on Starter.
Features by plan
The table shows the first plan on which each tool lists e-signature, pricing tables, payments and CRM integrations. "Not listed" means the pricing page does not name the feature, not that the tool cannot do it.
Figure: the first plan that lists each feature on each vendor's pricing page, 14 October 2026.
E-signature is the easy part: every tool includes it from its entry plan, and electronic signatures carry legal weight under the US ESIGN Act and the EU's eIDAS framework. The real differences are in pricing tables, payments and CRM sync, and in which plan unlocks them.
Pick by need
Figure: proposal tools matched to the job they do best, entry prices on annual billing.
Lowest cost per seat: Better Proposals. Pricing tables and payments from $13 per user a month.
Small team on a flat fee: Nusii Agency. $490 a year for 3 users, as long as 20 active proposals is enough.
Proposals and contracts in one tool: PandaDoc Business. Pricing tables, payments, CRM sync and contracts from $49 a seat a month.
Proposals as interactive web pages: Qwilr. QwilrPay and HubSpot, Zoho and Pipedrive sync on Starter.
Approval and control over pricing: Proposify Grow. Approval workflows and user roles, 5 seats included.
One tool for the whole agency: Bonsai Essentials. Proposals alongside contracts, invoices, a client portal and time tracking.
Multi-stakeholder deals: GetAccept Professional. Mutual action plans and a deal room around the proposal.
What to check before you buy proposal software
Your CRM. Confirm the integration is on the plan you are buying, not one tier up. See our breakdowns of HubSpot pricing and Pipedrive pricing, and the best CRM for B2B SaaS.
Who sends proposals. Per-user tools charge for every sender. If only one or two people send, a per-plan tool or a small seat count keeps the bill down.
Automation costs. PandaDoc charges usage credits for documents created through the API and integrations, and Qwilr notes usage costs for its API.
Exit terms. Proposify and PandaDoc do not refund processed or annual payments. Qwilr turns off your pages when you cancel. Export signed documents before you switch.
The buyer's side. A 2025 Gartner survey of 632 B2B buyers found 61% prefer a rep-free buying experience. A proposal the buyer can review, price and sign on their own supports that.
A proposal is the last step of a longer process. For what goes into it, see our proposal templates; for the steps before it, our guides to the sales cycle length and sales closing techniques.

FAQ
What is the best proposal software for agencies?
It depends on what the proposal has to do. Better Proposals and Nusii are the lowest-cost options for small teams, PandaDoc covers proposals and contracts with CRM sync, Qwilr builds interactive web-page proposals, Proposify adds approval control and Bonsai bundles proposals with invoicing and projects.
How much does proposal software cost?
Entry plans with e-signature run from $13 to $35 per user a month on annual billing. For a 3-person agency team, a year costs about $468 to $2,940 at list prices, depending on the tool and plan.
Is there free proposal software?
PandaDoc has a Free plan with 5 documents a month, eSignatures and up to 5 templates. The other tools in this list offer free trials rather than free plans; Better Proposals, Nusii, Proposify and Qwilr state 14 days.
Is PandaDoc better than Proposify?
They suit different teams. PandaDoc covers proposals, contracts and payments with per-seat pricing from $19 a month. Proposify's Build plan starts at $35 per user a month and its Grow plan adds approval workflows and roles for teams that need control over what goes out.
Do proposal tools include e-signatures?
Yes. All seven tools in this comparison include e-signature on their entry plan. E-signatures are legally recognised under the US ESIGN Act and the EU eIDAS framework.
Bottom line
The proposal software market splits into low-cost per-seat tools (Better Proposals, Nusii), full document platforms (PandaDoc), interactive web proposals (Qwilr), control-focused tools (Proposify), all-in-one agency suites (Bonsai) and deal-room platforms (GetAccept). Price the plan that includes the features you need, not the entry plan, add seat minimums and payment fees, and read the cancellation terms before you commit to a year. Start with a free trial and send a real proposal to a real client before you decide.
Proposal software helps close the deals you already have. If you want more of them, book a call with GROU.
